NOTICE TO BIDDERS
Notice is hereby given by Roachdale – Franklin Township Public Library, 100 E. Washington Street, Roachdale, Indiana, 46172, that sealed bids for the Addition and Renovation of the Roachdale – Franklin Township Public Library, 100 E. Washington Street, Roachdale, Indiana, will be received up to 5:30 PM EDT (local time) on Tuesday, August 19, 2025, in the Roachdale Public Library located at 100 E. Washington Street, Roachdale, Indiana, 46172. Any bid received later than the above stated time will be returned unopened. Bids shall be delivered in a sealed envelope and shall be clearly marked “Bid for The Addition and Renovation to the Roachdale Public Library”, Attn: Jennifer Stranger, Director and marked with the name and address of the bidder. Bids must be filled in ink or typewritten. Bids will be publicly opened on said date at 5:30 PM (local time) in the lower level of the Roachdale Public Library.
The work consists of construction of building renovations and an addition at the Roachdale Public Library.

A Pre-Bid Conference will be held on Tuesday, August 12, 2025, at 11:00 AM EDT at the Project Site located at 100 E. Washington Street, Roachdale, IN 46172.
A combined bid for the project as shown on the plans and called for in the specifications, is to be submitted on the State Board of Accounts Form #96, Bid for Public Works. This form must be filled out in its entirety. Also, to be submitted is the form “Work Schedule, Addendum Acknowledgment, and Alternate Bid Sums”.
The bidder must file with their sealed bid, a certified check or a bid bond in the amount equal to five percent (5%) of the total bid, said bond provided by an insurance company authorized to do business in the State of Indiana, payable to Roachdale – Franklin Township Public Library, Roachdale, Indiana. The above check or bond is to ensure the execution of the contract on which such bids are made.
The contractor to whom the work is awarded will be required to furnish, before commencing work, a performance, maintenance and payment bond in an amount equal to the bid price of the contract awarded to said contractor, and certificates of all insurance required in the specifications.
No bidder may withdraw their bid for a period of sixty (60) days following the date set for the receiving of bids. The Owner reserves the right to retain any and all bids for this period and said bids shall remain in full force and effect during said time. The Owner reserves the right to waive informalities, and the right to reject any and all bids.
The following fully executed documents shall be submitted with the bid:
- State Board of Accounts Form #96, Bid for Public Works including non-collusion affidavitwith Work Schedule, Addendum Acknowledgement, and Alternate Bids Sums Form
- 5% Bid Bond or Certified Check
- Certified financial statement containing the information required in Form 96.
- List of similar past projects.
- List of sub-contractors that Contractor proposes to use on this project
Award will be made to the best, lowest, responsible, and responsive bidder based on the total of the base bid amount and any alternate bids accepted. The best, lowest, responsible, and responsive bidder must be approved by Owner. In determining the “lowest, responsible, and responsive bidder” the following will be considered:
- The prices contained in the bid;
- Bidders proposed work schedule;
- The ability, capacity and skill of the bidder to perform the contract or provide the service required;
- Whether the bidder can perform the contract or provide the service promptly or within the time specified, without delay or interference;
- The character, integrity, reputation, judgment, experience and efficiency of the bidder;
- The quality of performance of previous contract of services, including, but not limited to City contracts;
- The previous and existing compliance by the bidder with laws and ordinances relating to the contract or service;
- The sufficiency of the financial resources and ability of the bidder to perform the contract or provide the service;
- The quality, availability and adaptability of the commodities or services to the particular use required;
- The ability of the bidder to provide future maintenance and service for the use of the subject of the contract;
- The number and scope of conditions attached to the bid.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout.

The plans and specifications together will all other necessary forms and documents will be available online through the project website. Only prime contractors wanting to bid through the project website shall contact Universal Design Associates, Inc. for a link to access the website. The above will also be available in hard copy and may be obtained for a nonrefundable two-hundred-dollar ($200.00) fee from Universal Design Associates, Inc., in Ferdinand, Indiana (check payable to Universal Design Associates, Inc.).

Contractors shall not include sales tax in their bids. Owner is exempt from sales tax. Owner will provide tax-exempt certificate.
A No-Lien Affidavit, fully executed and notarized, shall be submitted with each monthly application for payment.
Contractor and subcontractors shall agree to the Non-Discrimination Clause.
Contractor and subcontractors shall maintain a drug-free workplace.
Smoking or use of tobacco products in building is prohibited.

Pursuant to action previously taken by the Board of Trustees (the “Board”) of Roachdale-Franklin Township Public Library (the “Library”), a lease between the Library and Roachdale-Franklin Township Public Library Building Corporation was executed and entered into on April 15, 2025. The lease covers the site of proposed renovation of the existing Roachdale-Franklin Township Public Library in Roachdale, Indiana. A copy of such lease is on file at the Library located at 100 E. Washington Street, Roachdale, Indiana, and is available for inspection during normal business hours.

Notice is hereby given to the taxpayers of the library district known as Roachdale-Franklin Township Public Library (the “Library”) that the Board of Trustees (the “Board”) of the Library will meet at 100 E. Washington St., Roachdale, Indiana, at the hour of 5:30 p.m. (Local Time) on April 15, 2025, to consider the following additional appropriation of the bonds (the “Bonds”) which the Board has determined to issue. The Board considers such additional appropriation necessary to meet the need existing at this time:
An appropriation in the amount of $1,620,000 on account of the renovation of and improvements to the Roachdale-Franklin Township Public Library, including site improvements, and the purchase of equipment and technology, including the incidental expenses necessary to be incurred in connection with said project. The funds to meet such additional appropriation are to be provided by the sale of real estate to a not for profit Library Leasing Corporation..
The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy, and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary library facilities in the library district.
Taxpayers of the library district appearing at the meeting shall have the right to be heard in respect to said additional appropriation.

NOTICE OF HEARING ON PROPOSED LEASE
ROACHDALE-FRANKLIN TOWNSHIP PUBLIC LIBRARY
You are hereby notified that a public hearing will be held before the Board of Trustees (the “Board”) on April 15, 2025 at the hour of 5:30 p.m. (Local Time) at the Library Building located at 100 E. Washington St., Roachdale, Indiana, upon, a proposed lease agreement (the “Lease”) to be entered into between Roachdale-Franklin Township Public Library Leasing Corporation (the “Building Corporation”), as lessor, and Roachdale-Franklin Township Public Library (the “Library”), as lessee.
The proposed Lease upon which hearing will be held is for a term of twenty-two (22) years, commencing with the acquisition of title by the Roachdale-Franklin Township Public Library building to be renovated by the Building Corporation. The Lease provides for rental during renovation in the amount of up to $114,500 per payment payable on June 30 and December 31 beginning on June 30, 2026 until completion of the renovations. Thereafter, the Lease provides for a maximum annual rental of $229,000, payable on June 30 and December 31 of each year during the term of the Lease, commencing with the completion of the building or June 30, 2027, whichever is later. As additional rental, the Library shall maintain insurance on the building as required in the Lease, shall pay all taxes and assessments against such property, as well as the cost of alterations and repairs, and shall pay rebate amounts to the United States Treasury, as necessary. After the sale by the Building Corporation of its ad valorem property tax first mortgage bonds to pay for the cost of the building, including the acquisition of the sites thereof and other expenses incidental thereto, the annual rental shall be reduced to an amount equal to the multiple of $1,000 next higher than the sum of principal and interest due on such bonds in each twelve-month period ending on January 15 plus $5,000, payable in equal semiannual installments.
The Lease gives an option to the Library to purchase the property on any rental payment date.
The building to be renovated, as the leased premises, will be the Roachdale-Franklin Township Public Library building in the Library located at 100 E. Washington St., Roachdale, Indiana.
The drawings, plans and specifications, including the estimates for the cost of said renovation as well as a copy of the proposed Lease, are available for inspection by the public on all business days, during business hours, at the Library Building located at 100 E. Washington St., Roachdale, Indiana 47960.
At such hearing all persons interested shall have a right to be heard upon the necessity for the execution of the Lease, and upon whether the Lease rental provided for therein to be paid to the Building Corporation is a fair and reasonable rental for the proposed building. Such hearing may be adjourned to a later date or dates, and following such hearing the Board of the Library may either authorize the execution of the Lease as originally agreed upon or may make modifications therein as may be agreed upon with the Building Corporation.

An appropriation in the amount of $1,620,000 on account of the renovation of and improvements to the Roachdale-Franklin Township Public Library, including site improvements, and the purchase of equipment and technology, including the incidental expenses necessary to be incurred in connection with said project. The funds to meet such additional appropriation are to be provided by the sale of real estate to a not for profit Library Leasing Corporation.

NOTICE OF PUBLIC HEARINGS
Pursuant to Indiana Code § 6-1.1-20-3.1, notice is hereby given that the Board of Trustees (the “Board”) of the Roachdale-Franklin Township Public Library will meet at 5:30 p.m. on October 21, 2024 and at 5:30 p.m. on October 28, 2024, at 100 E. Washington St., Roachdale, Indiana to hold public hearings.
On October 21, 2024, the Board will hold a public hearing to discuss and hear objections and support regarding the proposed renovation of and improvements to the Roachdale Public Library, including site improvements and the purchase of equipment and technology (the “Project”).
On October 28, 2024, the Board will hold a second public hearing to discuss and hear objections and support regarding the proposed Project and will also consider the adoption of a resolution making a preliminary determination to issue bonds to finance the Project. You are invited to attend and participate in the public hearings.
