Pursuant to Indiana Code § 6-1.1-20-5, notice is hereby given that the Board of Trustees of the Roachdale-Franklin Township Public Library has preliminarily determined to enter into a lease agreement and issue bonds in one or more series in the aggregate principal amount of $1,620,000 to fund the renovation of and improvements to the Roachdale Public Library, including site improvements and the purchase of equipment and technology.

NOTICE TO TAXPAYERS OF ADDITIONAL APPROPRIATION

Notice is hereby given to the taxpayers of the library known as Roachdale-Franklin
Township Public Library (the “Library”) that the Putnam County Council (the “Council”) will
meet in the Putnam County Courthouse at One Courthouse Square, Greencastle, Indiana, at the
hour of 6:30 p.m. (local time) on December 17, 2024, to consider the following additional
appropriation which the Board considers necessary to meet the need existing at this time:
An appropriation in the amount of $1,620,000 on account of the renovation of and
improvements to the Roachdale-Franklin Township Public Library, including site improvements, and the purchase of equipment and technology, including the incidental expenses necessary to be incurred in connection with said project. The funds to meet such additional appropriation are to be provided by the sale of real estate to a not for profit Library Leasing Corporation.
The foregoing appropriation is in addition to all appropriations provided for in the
existing budget and tax levy, and a need for such appropriation exists by reason of the
inadequacy of the present buildings to provide necessary library facilities in the library.
Taxpayers of the Library appearing at said meeting shall have the right to be heard in
respect to said additional appropriation.

NOTICE OF PUBLIC HEARINGS

Pursuant to Indiana Code § 6-1.1-20-3.1, notice is hereby given that the Board of Trustees (the “Board”) of the Roachdale-Franklin Township Public Library will meet at 5:30 p.m. on October 21, 2024 and at 5:30 p.m. on October 28, 2024, at 100 E. Washington St., Roachdale, Indiana to hold public hearings. 

On October 21, 2024, the Board will hold a public hearing to discuss and hear objections and support regarding the proposed renovation of and improvements to the Roachdale Public Library, including site improvements and the purchase of equipment and technology (the “Project”). 

On October 28, 2024, the Board will hold a second public hearing to discuss and hear objections and support regarding the proposed Project and will also consider the adoption of a resolution making a preliminary determination to issue bonds to finance the Project.  You are invited to attend and participate in the public hearings.
